The MVL2.1 Target Configuration Tool (TCT) is an attempt at bridging the gap between the development phase and deployment phase of a project.
There are two components to the tool, a kernel build facility and a target filesystem build facility.
Since there is no value-add with the kernel build facility over and above the kernel configuration utility (make xconfig) I recommend NOT using TCT for kernel builds. In fact, with the 2.1 version, there is a strong argument against using TCT to manage the kernel.
However, the target filesystem build facility is a very useful tool and knowing how to correctly use this portion of TCT is very valuable to the engineer charged with deploying an embedded Linux system.
